Amends Hawaii Revised Statutes section 444-8 to require the Contractors License Board to adopt rules defining "incidental and supplemental to the performance of work" for specialty contractors.

Establishes that incidental and supplemental work shall not exceed 25 percent of all work in any craft or trade other than the one for which the specialty contractor is licensed under a single contract.

Allows specialty contractors to perform work involving multiple crafts or trades when such work is incidental and supplemental to their licensed craft, provided the new definition is followed.

Specifies the rules must be adopted pursuant to chapter 91 (Hawaii's Administrative Procedure Act) to clarify when specialty contractors can engage in unlicensed crafts without violating licensing requirements.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the Act's effective date.
