Authorizes the Department of Budget and Finance to issue special purpose revenue bonds not to exceed $20,000,000 to assist Maui All Natural Alternative, LLC with development, financing, and construction of a municipal sludge processing and renewable energy facility at the Wailuku-Kahului wastewater reclamation facility on Maui.

Maui All Natural Alternative, LLC was selected by the County of Maui through a competitive bidding process to operate the facility on leased county property and will return approximately 500 acres of former sugar cane agricultural lands to active use for energy crops.

The project is projected to reduce greenhouse gas emissions by up to 6,800 tons annually with potential for future reduction of 1,500,000 tons, process up to 24,000 tons of sewage sludge for beneficial reuse, and create 10-15 permanent jobs initially with potential for up to 200 jobs.

The authorization to issue bonds lapses on June 30, 2022, and bonds may be refunded after that date if necessary to comply with federal tax exemption requirements.
