Establishes that absentee ballots remain valid even if the voter becomes ineligible to vote after casting the ballot, provided the voter was eligible when the ballot was cast.

Defines "cast" for absentee ballots to mean: depositing the ballot in the mail, delivering it to a county clerk or polling place, or completing voting in person at an absentee polling place.

Extends the same validity protection to military-overseas ballots cast by covered voters who become ineligible after casting their ballot.

Repeals the requirement that an absentee voter's ballot be deemed invalid if the voter dies after returning the return envelope but before polls open.

Takes effect on January 7, 2059.
