Requires the University of Hawaii at Manoa to provide tuition waivers to officers and employees in collective bargaining units (1) nonsupervisory blue collar positions and (2) supervisory blue collar positions.

Tuition waivers may be used for the employee's own tuition or for a family member's tuition, with "family member" defined as a spouse, domestic partner, or minor child.

Tuition waivers must have the same terms and conditions as those currently provided to University of Hawaii at Manoa faculty and their family members.

Addresses equity by extending educational benefits previously available only to faculty to blue collar workers in specified bargaining units.
