Adds a new section to Chapter 89 (Hawaii Labor Relations Board) allowing the board to require the prevailing party to submit proposed findings of fact and conclusions of law within 14 days, with opposing parties having 7 days to submit objections and alternative proposals.

Adds identical provisions to Chapter 377 (Public Collective Bargaining) and Chapter 396 (Occupational Safety and Health Appeals Board) regarding the submission of proposed findings and conclusions of law.

Permits the board to order parties to submit draft decisions on motions or legal issues within 14 days, with opposing parties having 7 days to submit comments; failure to comment does not waive appeal rights.

Allows the board to extend the 14-day deadline for submission of proposed findings and conclusions by order.

Takes effect upon approval.
