Amends Hawaii Revised Statutes Section 707-711 to add assault in the second degree offense for intentionally or knowingly causing bodily injury to a health care or human services professional.

Defines "health care or human services professional" to include licensed health care professionals under Section 451D-2 and their employees, agents, or volunteers, as well as employees, agents, or volunteers of medical, social services, or rehabilitative care programs and institutions.

Adds new subsection (j) to the list of circumstances constituting second degree assault, treating attacks on health care and human services workers similarly to existing protections for correctional workers, educators, emergency medical providers, and firefighters.

Does not affect rights, duties, penalties, or proceedings that began before the effective date.

Effective date: July 1, 2050.
