Appropriates $321,696 for fiscal years 2017-2018 and 2018-2019 to hire and provide benefits for four full-time equivalent lifeguards at Kua Bay, Kekaha Kai State Park on the island of Hawaii.

Appropriates $80,000 for fiscal year 2017-2018 and $1,000 for fiscal year 2018-2019 for lifeguard equipment, including a lifeguard tower ($60,000), all-terrain vehicle ($8,000), radios ($8,000), rescue equipment ($3,000), and protective equipment ($1,000).

Addresses documented safety concerns at Kua Bay, where state data from 2008-2016 recorded three fatal drownings, three near-drownings, ten spinal cord injuries, one cardiac arrest, and various other serious injuries.

Takes effect on July 1, 2017.
