Appropriates $250,000 for fiscal year 2017-2018 and $250,000 for fiscal year 2018-2019 to the Department of Business, Economic Development, and Tourism to establish a Hawaii sister-state office in Goa, Republic of India.

Follows up on Senate Concurrent Resolution No. 20, S.D. 1, H.D. 1 (2016), which established the sister-state relationship between Hawaii and Goa.

Requires the Department of Business, Economic Development, and Tourism to submit a report at least 20 days before the 2018 regular legislative session detailing trade, economic development, business partnerships, cultural exchange, and educational opportunities between Hawaii and Goa.

Takes effect July 1, 2017.
