Changes Section 444-10.5(a) to require investigators to issue citations (rather than merely allowing them to do so) to unlicensed contractors operating in Hawaii.

Applies to any person acting in the capacity of or engaging in the business of a contractor without proper licensing under Hawaii law.

Clarifies citation authority applies to those operating without licenses obtained in compliance with contractor licensing chapters and associated rules.

Takes effect upon approval.
