Appropriates $75,000 for fiscal year 2017-2018 and $75,000 for fiscal year 2018-2019 to the land use commission.

Establishes one full-time planner IV position to monitor and ensure compliance with conditions imposed by the land use commission on land use within the four major land use districts.

Addresses the land use commission's lack of sufficient staff to enforce conditions regarding developments, which may impact public use, native Hawaiian gathering rights, public infrastructure, and compliance with environmental and state planning laws.

Funds shall be expended by the department of business, economic development, and tourism.

Act takes effect on July 1, 2017.
