Requires the Hawaii Interagency Council for Transit-oriented Development to mandate affordable housing in all development or redevelopment plans for state properties within one-half mile of the Honolulu rail transit system.

For on-site construction: 15% of rental units reserved for households earning ≤80% of area median income; 20% of for-sale units reserved for households earning ≤120% of area median income.

For off-site construction: 15% of rental units reserved for households earning ≤80% of area median income; 25% of for-sale units reserved for households earning ≤120% of area median income.

Allows cash contribution or improved land in lieu of building affordable units at $45 per finished square foot, and permits developers to build required affordable units at alternative state parcels within one-half mile of rail stations.

Exempts properties owned or controlled by the Hawaii Public Housing Authority and Department of Hawaiian Home Lands; council may waive requirements if housing deemed infeasible or undesirable on a particular property; effective July 1, 2019.
