Requires the Hawaii Community Development Authority to develop a transit-oriented development (TOD) zone improvement program to identify and invest in necessary public facilities near proposed or existing fixed transit stations.

Defines "TOD zone" as parcels of land within a one-half mile radius around a proposed or existing fixed transit station, excluding lands administered by the Hawaii public housing authority, stadium authority, or existing community development districts.

Authorizes the authority to assess costs for TOD zone public facilities against real property specially benefiting from those facilities and to issue bonds to finance such facilities.

Appropriates $60,000 for fiscal years 2017-2018 and 2018-2019 to hire one full-time temporary position within the Hawaii Community Development Authority to develop and manage the TOD zone improvement program.

Effective July 1, 2017.
