Clarifies that the Hawaii hurricane relief fund shall develop and implement a comprehensive loss reduction plan for hurricane peril, including building code requirements for hurricane standards.

Requires the fund to sponsor development and implementation of state and county building code hurricane standards for new and existing residential and commercial structures.

Provides funding to support adoption of administrative rules to implement building code and design standards under chapter 107, Hawaii Revised Statutes.

Directs the fund to provide mandatory loss mitigation measures for both new and existing structures rather than only providing a timetable for implementation.

Effective date: July 1, 2017.
