Amends Hawaii Revised Statutes Section 346-59.1 to specify that Medicaid managed care and fee-for-service programs must cover psychiatric services delivered through telehealth collaborative care teams.

Requires coverage for psychiatric services provided by a collaborative care team consisting of a primary care provider, a behavioral health care manager present in the primary care provider's office, and a psychiatric consultant delivering services remotely via telehealth.

Mandates reimbursement for telehealth psychiatric services be equivalent to reimbursement for in-person services, with no geographic restrictions or originating site requirements.

Defines key telehealth terms including "distant site," "originating site," "health care provider," and "telehealth" to encompass video conferencing, web-based communication, and asynchronous information exchange but excludes standard phone, fax, or email alone.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that arose before the effective date.
