Establishes the Office of Medical Marijuana Administration within the Department of Health to administer medical marijuana dispensary licensing and patient registration.

Extends deadlines for the medical marijuana dispensary system implementation, including changing key dates from 2018 to 2019 and 2020, and extends civil service exemptions through June 30, 2020.

Authorizes an alternate tracking system for marijuana sales when the Department of Health's computer tracking system is inoperable, and requires the department to seek input from licensees on the alternate system.

Modifies laboratory testing standards for marijuana to consider impact on retail costs, EPA pesticide regulations, organically grown products, and allows patients to obtain testing directly from certified laboratories on their island.

Limits each cultivation location to use by no more than five qualifying patients and extends primary caregiver cultivation authorization until December 31, 2020.
