Establishes the Hawaii Promise Program administered by the University of Hawaii Board of Regents to provide scholarships covering unmet direct costs for qualified students at all University of Hawaii campuses and community colleges.

Community college students eligible for up to 8 semesters of scholarships if they are Hawaii residents, complete FAFSA, enroll in degree/certificate programs with 6+ credits per semester, maintain 2.0 GPA, and have unmet direct costs after other aid.

University campus students (non-community college) eligible for up to 8 semesters if they are Hawaii residents, complete FAFSA, enroll in 15+ credits per semester, maintain 2.5 GPA, commit to 5-year residency after graduation, and have unmet direct costs.

Establishes the Hawaii Promise Program Special Fund and appropriates general revenue funds for fiscal years 2017-2018 and 2018-2019 to provide scholarships at both four-year campuses and community college campuses (specific amounts left blank in bill text).

Defines "direct costs" to include tuition, educational fees, and costs of books, supplies, and transportation; students who fail scholarship requirements may be placed on probation and must repay up to two semesters of aid if scholarship is revoked.
