Requires state agencies, the auditor, judiciary, legislative reference bureau, and Office of Hawaiian Affairs to submit reports of studies or audits funded by legislative appropriation to the chairs of applicable subject matter committees in each chamber.

Mandates committee chairs conduct a public hearing or informational briefing on submitted reports within one year of receipt.

Allows committee chairs to request a one-year extension or waiver of the hearing requirement from the senate president or speaker of the house, with reasons publicly posted on the legislature's website and noticed at the state capitol.

Reorganizes Chapter 21, Hawaii Revised Statutes by designating existing sections 21-1 to 21-19 as Part I ("Investigating Committees") and adding a new part for report hearing procedures.

Takes effect upon approval.
