Establishes that the State of Hawaii has a compelling interest in disclosure, use, and production of de-identified protected health information under the Health Care Privacy Harmonization Act, provided the information meets federal de-identification standards in 45 CFR Part 164.

Authorizes de-identified health information from state agencies, hospitals, medical facilities, health care providers, and health insurers to be used for medical or economic research and public safety purposes.

Permits use of de-identified health information from pharmacies, hospitals, and health care facilities to address patient protection and public safety involving unfair or deceptive acts, restraints of trade, and price-fixing violations under Chapter 480.

Allows de-identified health information from state agencies, hospitals, and health care facilities to support quality assessment activities, patient safety, population health improvements, fraud detection, and employment actions.

Takes effect July 1, 2017.
