Creates a new chapter establishing the legal framework for common interest agricultural communities on agricultural land, allowing separate ownership of farm parcels while maintaining common ownership of shared infrastructure.

Requires developers to register projects with the Director of Commerce and Consumer Affairs, submit plat maps, provide public offering statements, and establish escrow agreements for purchaser funds.

Restricts permitted uses on farm parcels to those described in Hawaii Revised Statutes section 205-4.5(a)(1), (2), and (3), and prohibits any dwellings for human habitation.

Establishes farm parcel owners' associations to manage common infrastructure, with membership consisting of all parcel owners, requiring board elections after developer control ends and annual meetings with specific voting and notice requirements.

Exempts common interest agricultural communities registered under this chapter from the Uniform Land Sales Practices Act (chapter 484), with an effective date of July 1, 2050.
