Expands the National Board Certification Incentive Program to include school psychologists with National Association of School Psychologists certification, in addition to teachers with National Board for Professional Teaching Standards certification.

Provides school psychologists with the same monetary incentives as teachers: $5,000 annual bonus for maintaining certification, $1,500 upon completing certification components, reimbursement of application fees, and an additional $5,000 annual bonus if employed at focus, priority, superintendent's zone, high-turnover, or hard-to-fill schools.

Creates a continuation bonus for school psychologists who receive the additional $5,000 bonus but whose school later improves and no longer meets the special designation criteria; the psychologist continues receiving the bonus until their certification expires or they leave the school.

Takes effect July 1, 2017.
