Appropriates $1,000,000 per year for fiscal years 2017-2018 and 2018-2019 to the Department of Health for outreach to homeless persons with serious and persistent mental illness.

Appropriates $800,000 per year for fiscal years 2017-2018 and 2018-2019 to the Department of Human Services for outreach, counseling, and diversion for homeless unsheltered persons experiencing substance abuse, with $200,000 designated for the law enforcement assisted diversion pilot project.

Appropriates $1,200,000 per year for fiscal years 2017-2018 and 2018-2019 to the Department of Human Services for additional outreach to homeless individuals and families with children.

Appropriates $500,000 per year for fiscal years 2017-2018 and 2018-2019 to the Department of Human Services for civil legal services for homeless persons.

Appropriates $300,000 per year for fiscal years 2017-2018 and 2018-2019 to the Office of Youth Services for outreach to unaccompanied homeless youth; effective July 1, 2017.
