Establishes a youth advisory commission within the office of youth services to advise the governor and legislature on legislative policies, needs, assessments, priorities, programs, and budgets affecting youth in Hawaii.

Commission consists of 15 members aged 14-24, with 5 appointed by the governor (ensuring county representation and including at least one former youth services recipient), 5 by the senate president, and 5 by the house speaker; appointments should reflect diversity across race, color, religion, sex, sexual orientation, gender identity, national origin, disability, and other protected characteristics.

Initial member terms are staggered: six members serve 3-year terms, six serve 2-year terms, and three serve 1-year terms; thereafter all members serve 2-year terms and are eligible for reappointment.

Commission members are reimbursed for expenses including travel, annually elect a chairperson, require eight members for a quorum, and may invite other individuals as temporary nonvoting members.

Appropriates funds for fiscal years 2017-2018 and 2018-2019 to hire one staff position to administer the commission; takes effect July 1, 2017.
