Authorizes the issuance of $64,000,000 in general obligation bonds for the rental housing revolving fund to develop and preserve affordable rental housing for low-income individuals and families who are homeless or at risk of homelessness.

Allocates $32,000,000 for projects serving families at or below 30% of median family income, $16,000,000 for projects at or below 50% of median family income, and $16,000,000 for projects at or below 80% of median family income.

Appropriates general revenues to the Department of Human Services for homelessness mitigation and prevention programs, including rent supplement programs, housing first program, rapid rehousing program, and family and elderly housing program operations.

Permits modular housing as a possible housing option for development projects.

Takes effect on July 1, 2017.
