• Appropriates $1,400,000 for fiscal years 2017-2018 and 2018-2019 to establish and operate two mobile clinics staffed with doctors, nurses, pharmacists, and psychiatrists to provide medical, mental health, substance abuse, dental, and other services to homeless populations.

• Appropriates $1,350,000 for fiscal years 2017-2018 and 2018-2019 to establish two substance abuse specialty shelters and one mental health specialty shelter providing temporary housing and homecare services, with staff assistance for housing navigation.

• Appropriates $250,000 for fiscal years 2017-2018 and 2018-2019 to the department of human services to study the feasibility of creating an integrated database of homeless individuals' police, medical, social services, and mental health records for service providers.

• Requires the department of human services to establish "puuhonua safe zones" where homeless persons may reside, with hygiene facilities and security services; permits alcohol consumption by persons 21 and older and allows homeless persons to keep animal companions; state is not liable for injuries or deaths occurring in these zones.

• Appropriates unspecified amounts for homeless outreach services, property storage, outreach for mentally ill homeless persons, substance abuse services, and transportation department assistance with homelessness-related security and safety issues.
