Appropriates funds as a grant to Hāna Health to support ongoing operations serving the isolated Hāna, Maui community, located 57 miles from Wailuku along a challenging single-lane road.

Appropriates funds as a grant to Waianae Coast Comprehensive Health Center to support operation of its 24-hour emergency room serving 13,500 patients annually on Oahu's western coast.

Requires funding for both Hāna Health's and Waianae Coast Comprehensive Health Center's emergency services to be included in the Department of Health's base budget beginning in fiscal year 2018-2019.

Designates both facilities as essential components of the state emergency medical service system and disaster response plan, representing the only two remaining freestanding, non-hospital based emergency medical facilities in Hawaii.

Takes effect July 1, 2017.
