Authorizes the Department of Human Services to establish a transitional housing center pilot project for homeless individuals, with Sand Island beach park identified as a potential site.

Pilot project may provide designated spaces for temporary structures, secure storage for valuables, parking, public transportation access, cooking facilities, communal bathrooms and showers, and waste disposal systems.

Requires the pilot project to offer mailing address services, supportive services through public and private organizations, and an earnership program allowing residents to earn benefits through volunteer maintenance work.

Permits the Department of Human Services to seek assistance from public, private, nonprofit, or faith-based organizations and directs the director to adopt necessary rules for the pilot project.

Authorizes consideration of establishing an additional transitional housing center pilot project in east Oahu, effective July 1, 2017.
