Establishes the multinational lunar architecture alliance administratively attached to the office of aerospace development in the department of business, economic development, and tourism to guide development and implementation of a prototype lunar architecture in Hawaii county.

Alliance membership includes representatives from Hawaii-based organizations, NASA, federal agencies (FAA, US Pacific Command, Army Pacific Command), national space agencies, aerospace corporations, space advocacy groups, international space agencies, and the United Nations Office for Outer Space Affairs.

Requires the alliance to hold its first organizational teleconference by August 1, 2017, coordinated by the office of aerospace development.

Directs the alliance to develop an agenda and invitational list for an international lunar development summit in Hawaii county in October 2017 focused on designing a prototype lunar architecture and formulating public-private partnership strategies for multinational research and commercial ventures on the lunar surface and in cis-lunar space.

Effective date: July 1, 2017.
