Allocates $3,000,000 annually from the tourism special fund to University of Hawaii at Manoa and University of Hawaii at Hilo intercollegiate athletics programs beginning July 1, 2017.

Funds are intended to offset higher athletic program costs at University of Hawaii compared to peer institutions, including increased travel expenses due to geographic distance and higher scholarship costs from having more non-resident student-athletes.

University of Hawaii at Manoa athletics costs are $5,200,000 higher than peer institutions, placing the program at a competitive disadvantage.

Recognizes the economic and community benefits of University of Hawaii athletics, including tourism promotion and local business support on the Big Island.

Provision automatically repeals on June 30, 2019, and reverts tourism special fund allocation to previous statutory language.
