Establishes a new definition of "autocycle" as a three-wheeled motor vehicle with steering wheel and non-straddle seating that complies with federal motor vehicle safety standards.

Requires all autocycles to be registered as motor vehicles and operators to possess a valid driver's license to operate on public roads.

Mandates occupants in autocycles without front windshields use eye protection and all occupants comply with seat belt requirements.

Requires dealers, sellers, lessors, and rental agencies to disclose whether autocycles meet federal safety standards, are equipped with airbags, and recommend Department of Transportation certified safety helmets since rollover protection is not certified.

Takes effect July 1, 2050.
