Requires the Department of Health to adopt rules by September 1, 2018, that conform Hawaii's underground storage tank regulations with July 15, 2015 federal Environmental Protection Agency regulations under 40 CFR Part 280.

Field-constructed underground storage tanks with capacity greater than 50,000 gallons installed before July 15, 2015, must upgrade with secondary containment by July 1, 2027, and install release detection systems by July 1, 2019.

New field-constructed underground storage tanks installed on or after July 15, 2015, must have secondary containment and interstitial monitoring with release detection capable of identifying a 0.2 gallon per hour leak rate.

Owners and operators failing to meet the July 1, 2027, secondary containment deadline must empty and close their tanks by July 1, 2030, and have their permits revoked by the department.

Prohibits installation of new field-constructed underground storage tanks on or after July 1, 2017, unless they have secondary containment and comply with all requirements in Hawaii Administrative Rules Chapter 11-281.
