Allows board minutes to be kept by written format or recorded by analog or digital means instead of requiring written minutes only.

Requires written summaries to accompany any recorded minutes, including significant actions taken, motions, and votes by the board.

Recorded minutes must be made available within ten days after the meeting, unless disclosure is inconsistent with section 92-5 or would defeat the lawful purpose of executive meetings.

Boards must maintain reasonable care of original or duplicate recordings of minutes recorded by analog or digital means.

Effective date: July 1, 2050.
