Adds new section to Hawaii's ethics code (Chapter 84, Part II) creating an exemption for employees engaging in extracurricular service if specific conditions are met.

Employees may receive "detached remuneration" (benefits or economic value) for extracurricular service if the payment is used only for performing that service and does not come from businesses where the employee has substantial financial interests or professional advisory roles.

Defines "extracurricular service" as work performed by employees outside their state agency compensation and duties, known and approved by their employer, including organizing meetings, conferences, travel, and other activities for agency colleagues or students.

Prohibits employees from soliciting or accepting gifts for extracurricular service, though detached remuneration is permitted as an exception.

Requires all state departments and agencies to review existing policies, procedures, and rules within 90 days for consistency with this Act; effective upon approval.
