Permits charter tour operators to maintain client trust accounts in federally insured financial institutions outside Hawaii, while other travel agencies must maintain accounts within the state.

Requires charter tour operators with out-of-state accounts to file a written irrevocable agreement with the Department of Commerce and Consumer Affairs authorizing department access to examine and obtain copies of all business records related to the client trust account.

Maintains the five-day deposit requirement for consumer funds received by travel agencies, with the out-of-state account exception available only to charter tour operators who comply with the department access agreement.

Effective date of July 1, 2090.
