Amends the election process for the three Office of Hawaiian Affairs board of trustees at-large seats that have no residency requirement.

Designates each of the three at-large seats as separate positions (position 1, position 2, and position 3) on both primary and general election ballots.

Requires the top two vote-getters for each specific position in the primary election to advance to the general election for that same position.

Declares the candidate receiving the most votes for each position in the general election to be duly elected as a trustee.

Allows candidates with only one nominee for a specific position in the primary election to be declared elected immediately without appearing on the general election ballot.
