Establishes a Native Hawaiian health advisory council administratively placed under the office of health equity within the department of health.

Council shall provide guidance to the governor and legislature on issues impacting Native Hawaiians and their communities, including Native Hawaiian health outcomes.

Council shall establish, update, and maintain a directory or registry of Native Hawaiian professionals and community leaders with Hawaiian cultural understanding for governor-appointed leadership positions, boards, and commissions at state and county levels.

Council composition includes two health representatives, one each from environmental, legal, education, business, cultural, and criminal justice communities, plus ex officio members from the department of health, John A. Burns School of Medicine, and Office of Hawaiian Affairs, plus two general community members and nonvoting legislative representatives.

Council members (except legislators and ex officio members) serve three-year terms with a maximum of two consecutive terms, serve without compensation or expense reimbursement, and elect their own chairperson.
