Establishes neighborhood revitalization boards as a new planning approach, with county councils authorized to create up to three boards per county by resolution.

Board membership shall include at least three public members (residing in the designated census area), one county agency ex officio member, and must include at least one business owner and one homeowner.

Boards have power to request funding, approve neighborhood revitalization plans before county council adoption, comment on policies affecting the neighborhood, and advocate for plan implementation.

Neighborhood revitalization plans must include objectives, boundaries, assessment of existing conditions, specific projects with costs and timelines, and demonstration of compliance with county and state plans.

Counties must provide an unspecified percentage of matching funds for any neighborhood revitalization plan or project receiving state funding, with matching funds applicable to plan development, land acquisition, infrastructure, and administrative costs.
