Requires Wahiawa General Hospital to discontinue acute care services and focus exclusively on emergency services, long-term care, and geriatric care as a condition of receiving appropriated funds.

Directs the director of health to negotiate terms with Wahiawa General Hospital for the release of appropriated funds.

Capital improvement project appropriations shall not lapse until June 30, 2020, when any unencumbered funds shall lapse.
