Appropriates $400,000 from general revenues for fiscal year 2017-2018 as a grant to Empower O'ahu to maintain and expand the weed and seed strategy.

Weed and seed strategy is a U.S. Department of Justice initiative involving federal, state, and county law enforcement agencies, social services, nonprofits, and residents to reduce crime and revitalize communities.

Strategy uses four key elements: law enforcement, community policing, prevention/intervention/treatment programs, and neighborhood restoration.

Legislature finds the program has successfully reduced crime in Kalihi-Palama and Chinatown areas of Honolulu since its inception.

Effective date is July 1, 2017.
