Requires the Department of Agriculture to establish a statewide strategy and goals for increased food security and self-sufficiency in Hawaii, which currently imports 92% of its food.

Directs the department to identify measurable goals for increasing demand for locally grown foods through marketing campaigns, branding programs, consumer education, and public institution purchasing.

Directs the department to identify measurable goals for increasing local food production by improving agricultural infrastructure, supporting agricultural parks, maintaining irrigation systems, and developing distribution networks.

Appropriates unspecified sums of money for fiscal years 2017-2018 and 2018-2019 to fund promotional materials, branding programs, farmers market publicity, farm-to-school pilots, school gardens, food safety certifications, agricultural infrastructure planning, food inspection positions, market research, and agricultural research and education.

Requires the Department of Agriculture to submit findings and recommendations to the legislature no later than twenty days before the 2018 regular session for codification of the agricultural development and food resiliency strategy into law.
