Prohibits smoking and tobacco use by any person on all University of Hawaii premises, including indoor and outdoor areas owned or controlled by the university.

Includes electronic smoking devices in the smoking ban, defining them as any electronic product that can aerosolize and deliver nicotine or other substances such as e-cigarettes, e-cigars, and hookah pens.

Requires the University of Hawaii to educate students, employees, and visitors about the prohibition and display clearly legible signs at all entrances and conspicuous locations stating the ban.

Exempts the prohibition from collective bargaining under Hawaii Revised Statutes section 89-9(d), making it a non-negotiable employer right for the University of Hawaii.

Takes effect on January 7, 2059.
