Exempts University of Hawaii technology transfer activities from specified sections of Hawaii's State Code of Ethics (sections 84-12, 84-13, 84-14 to 84-16, and 84-18) provided the activities comply with the university's regulatory framework and research compliance program.

Defines "technology transfer activities" as the process of transferring scientific findings from the public sector to the private sector for commercial development, including creating joint ventures, allocating equity shares, protecting patents and copyrights, and forming commercialization strategies.

Requires the Board of Regents to submit written reports to the legislature no later than twenty days before each odd-numbered year regular session regarding the regulatory framework's implementation and the status of University of Hawaii technology transfer activities.

Establishes that the University of Hawaii's regulatory framework and research compliance program must incorporate federal ethical research principles and technology transfer regulations to remain compliant with federal requirements.
