Amends Section 103F-401.5 of Hawaii Revised Statutes to require contract proposals for child care programs to include all necessary business licenses, including those required by chapters 237 and 414.

Exempts applicants submitting proposals to operate child care programs or group living facilities from obtaining licenses under section 346-161 (child care home or center licenses) prior to proposal submission.

Exempts applicants for group living facilities from obtaining licenses under chapter 321 (adult residential care homes, developmental disabilities domiciliary homes, special treatment facilities, or therapeutic living programs) prior to proposal submission.

Requires all proposals to include all costs, fees, and taxes, with contract awards limited to the proposal amount without additional payments, rebates, or indirect considerations not included in the original proposal.
