Repeals Hawaii Revised Statutes Section 103F-401.5, which previously required contract applicants to possess all necessary licenses to conduct the business being procured.

Eliminates the exception that allowed unlicensed applicants to submit proposals for child care programs required to be licensed under section 346-161.

Repeals the requirement that procurement contract proposals include all costs, fees, and taxes with no additional payments, rebates, or indirect considerations outside the proposal amount.

Effective upon approval.
