Allows surviving immediate family members of murder or manslaughter victims to access a copy of the closing police report after all criminal and civil proceedings conclude.

Applies to victims of first-degree murder (HRS §707-701), second-degree murder (HRS §707-701.5), and manslaughter (HRS §707-702).

Defines "surviving immediate family member" as grandparents, parents, siblings, spouses, reciprocal beneficiaries, children, or legal guardians of deceased victims.

Does not limit existing rights of family members or other persons to request other portions of police reports or government records.

Becomes effective upon approval.
