Allows primary caregivers to continue cultivating marijuana for qualifying patients until December 31, 2020 (extended from December 31, 2018).

Defines "adequate supply" to include seven marijuana plants (at least 12 inches in height or width), seven marijuana seedlings (less than 12 inches), and four ounces of usable marijuana.

Authorizes licensed medical marijuana dispensaries to manufacture and distribute edible cannabis products starting July 1, 2018, with requirements for certified kitchen manufacturing, dosage labeling, and testing.

Prohibits edible cannabis products from resembling commercially available products (such as gummies or brightly colored candies) that may attract children.

Excludes edible cannabis products from the definition of "food" under food safety regulations and establishes food safety code compliance for areas manufacturing edible cannabis products.
