Requires the Hawaii Department of Health to accept FDA-approved, CDC-recommended blood tests for tuberculosis infection as an alternative to the Mantoux tuberculin skin test for obtaining a tuberculosis examination certificate.

Applies to children entering school, school personnel, higher education students, and others required to be tested for tuberculosis under existing state requirements.

Addresses the need for alternative testing methods for individuals who received the bacille Calmette-Guerin vaccine, oppose tuberculin injections, or face hardship from requiring a second appointment to check skin reactions.

Amends Hawaii Revised Statutes Section 302A-1154 to clarify that tuberculosis testing must be conducted "according to the rules of the department and law."

Directs the Department of Health to amend administrative rules to include FDA-approved, CDC-recommended blood tests as acceptable tuberculosis diagnostics while maintaining existing rules for Mantoux tests and chest x-rays.
