Prohibits charter school operating organizations from commingling federal or state education funding with other moneys unless those other moneys have an educational purpose that benefits the charter school.

Eliminates private causes of action against the State arising from any actions taken by a charter school or its governing board.

Requires charter school governing boards to include conditions and provisions from the department of the attorney general in any contracts exceeding a minimum threshold amount.

Sets the initial minimum contract amount at $10,000 until the state public charter school commission adopts rules to determine a different minimum through chapter 91 procedures.

Voids any contracts that exceed the minimum amount but fail to include the required attorney general conditions and provisions.
