Prohibits public charter schools from paying teacher incentive bonuses, National Board certification bonuses, and other legally-required compensation from per-pupil funds or facilities funding.

Requires beginning in fiscal year 2018-2019 that funding for teacher bonuses and incentive programs be appropriated as separate line items in the general and supplemental appropriations acts.

Appropriates funds for fiscal year 2017-2018 to the state public charter school commission to pay teacher bonuses for hard-to-fill school placements and National Board certification incentives at charter schools.

Addresses inequity where charter school teachers receive the same incentive bonuses as public school teachers but charter schools must pay from their existing budgets while public schools have a designated fund.
