HI SB202

Establishes service area boards within the department of health for administrative purposes to advise service area administrators on mental health and substance abuse services.

Defines quorum requirement as a majority of board members serving immediately before a meeting begins.

Requires affirmative vote of a majority of members present to constitute a valid board action, unless chapter 92, the Hawaii Revised Statutes chapter, or board bylaws require a greater number of votes.

Maintains nine-member boards appointed by the governor, consisting of service area residents who are consumers or nonproviders of mental health services, with a majority being non-state employees.

Takes effect upon approval.
