Establishes the State Council on Mental Health within the Department of Health for administrative purposes, consisting of 21 members appointed by the governor.

Adds Medicaid as a principal state agency to be represented on the council alongside mental health, education, vocational rehabilitation, criminal justice, housing, and social services.

Defines quorum requirements as a majority of council members present immediately before a meeting begins.

Specifies that an affirmative vote of a majority of members present constitutes a valid act of the council, unless state law, chapter 92, articles of incorporation, or bylaws require a greater number.

Requires the council to submit an annual report to the governor and legislature on implementation of the statewide comprehensive integrated service plan at least 20 days before each regular legislative session.
